Employment Incentives


  Department of Labor and Human Resources
Bureau of Opportunities Promotion for Work Program (Law 52 of August 9 of 1991 and Law 82 of June 3 of 1980)
 

Its purpose is to promote work opportunities in occupations with future employment demand and the creation of work opportunities with high productivity. It allows employers a reimbursement of a maximum of 50% of the salary for up to 12 months. In exceptional cases the program covers the cost of the necessary machinery for the use of the participants.

Welfare to Work and Workforce Investment Act
 

Through different eligible activities or programs it reimburses employers from 50% to 100% of the salary of the participants. These include:

 
  • Working Job Experiences - Grants 100% of salary incentive by a period of 6 months and a maximum of 20 weekly hours.
  • Job Creations - Reimburses to the employer 75% of the salary of the participant for a minimum of 6 and a maximum of 18 months.
  • On the Job Training (O.J.T.) – Refunds employers 100% of the salary of the participant
  • Limited Vocational Education - Provides a 100% subsidy for trainings directed to improving the possibility of employment through basic skills development, in educational institutions certified by the Right to Employment Administration. The courses will have a six-month maximum duration and require the Institution a 45% of placement of the participants that complete the training. Participants will also receive cash benefits and other services through this Program.

  Family Department
Special Wage Incentive Program (SWIP)
 

Reimburses 50% of the salary of the worker up to $ 6.15 per hour. The Program’s duration is three years for manufacturing and for export oriented services companies promoted by PRIDCO. To qualify, the personnel should be beneficiary of the Assistance Nutritional Program. In addition to this, concedes an additional incentive of $1 per hour to the employers that retain the participants for more than a year after the contract period.


  Commerce Development Administration
VALEMPLEO
 

It is a program of the Commerce Development Administration in coordination with the Department of Labor and Human Resources that provides an incentive and allows employers to receive a 50% refund from the salary paid up to a maximum of $2.75 per hour.

All local companies with 250 employees or less are eligible to receive this incentive, as long as the new personnel do not receive other salary benefit. This salary incentive is granted for a year and the employer must create at least two jobs in manufacturing. In other sectors there is no minimum of jobs to be created.
