This office actively promotes the establishment of manufacturing companies, whether they are local, from the United States and/or abroad, on the island. Its Operations Division orients industrials on how to get established on the island and serves as a link with other agencies and other related services. Through periodical visits, it provides industrials with counseling about any issue that affects their establishment on the island.

The Human Resources Division provides training designed to assist managerial and supervisory and operational personnel with necessary skills. Its video library (Fomvideo) has relevant material to different industry needs. The Scholarship Program provides human resources recruitment, as requested by different industrial sectors.

The Industrial Counseling Division evaluates managerial, financial and technical capabilities of projects to be promoted by the Office of Puerto Rican Industries.
